Rising Sea Levels Spark Seawall Debate in Half Moon Bay

California coastal homeowners and environmental authorities are currently in a legal battle over the construction of a 257-foot concrete seawall in Half Moon Bay. The dispute, which began after a 2016 storm damaged the area, centers on protecting residential properties while preserving public beach access.

The California Coastal Commission initially denied residents’ requests to build the protective barrier, citing regulations that limit seawall construction to properties built before the 1977 California Coastal Act. While homeowners won an initial lawsuit, recent reports indicate the San Francisco court may overturn this decision.

Environmental groups, including the Surfrider Foundation, argue that seawalls, which currently protect about 33% of Southern California’s coastline, can actually harm beaches by preventing their natural inland migration and reducing public access to the coast. They advocate for alternative solutions like natural dune restoration.

A final ruling on this significant case is expected after a December hearing, potentially setting a precedent for future coastal protection projects in California.
